US calls on Baku to investigate Armenian captive villager’s death in Azerbaijani custody

YEREVAN, August 19. /ARKA/. The US urge the Azerbaijani authorities to thoroughly investigate into the circumstances surrounding the death of Armenian resident Karen Petrosyan in Azerbaijani custody, said the statement of US Department of State official representative.

Karen Petrosyan, resident of Chinari village, Tavush region of Armenia, crossed into Azerbaijan and was taken captive. The first photos of Petrosyan in Azerbaijan showed him in civilian clothes, but later in the day he wore army boots and a camouflage vest in the official video of his interrogation by an Azerbaijani army general, Rovshan Akperov, Asbarez reported. The latter accused the terrified man, forced to his knees by masked officers, of being an Armenian soldier sent to Azerbaijan for sabotage purposes.

The ministry of defense of Azerbaijan claimed Petrosyan died of “acute heart failure”. The Armenian side insists the peasant was tortured to death and a forensic examination with involvement of international experts is required.

The US expressed its deep concerns over the reports about the death of Karen Petrosyan and allegations that it was not from natural causes, and offered its condolences to the family of Petrosyan, the statement said.

“We call on the Government of Azerbaijan to conduct a full and transparent investigation into this incident and to make its findings public”, the statement said. 

The official Washington reminded the governments of Azerbaijan and Armenia of their obligations under international humanitarian law and their obligation to treat humanely all those taken into custody in particular. 

“We call on both Armenia and Azerbaijan to grant the International Committee of the Red Cross access to all detainees and internees held for conflict-related reasons”, the statement said. –0--
