The lack of confidence is the main problem in relations between governing institutions and nongovernmental organizations, Sarkis Aghasyan, a lawyer and an expert at the Public Network nongovernmental organization, said Friday at a round-table discussion presenting the results of his study of activities ministries’ boards.
In his opinion, this is a mutual distrust. “The boards don’t hold sessions which are implied in their regulations and charters, and create no platforms for cooperation between governing institutions and nongovernmental organizations,” he said.
One of the reasons he pointed out is due to insufficient number of nongovernmental organizations which are involved in these processes.
Another sociologist, Aharon Adibekyan, told ARKA News Agency that to achieve success in cooperating it is necessary to place a limit on board decisions and determine what exactly ministers decide.
“If the board decides on the behalf of the minister then what is the use of ministers? It is wrong to violate the vertical of power with horizontal decisions of the board,” he said. .-0---
