Armenia’s Chief Civil Aviation Department will be stripped of its authority to provide licenses to air carriers in Armenia, first deputy economy minister Garegin Melkonyan said at a Cabinet session today.

YEREVAN, September 25. / ARKA /. Armenia’s Chief Civil Aviation Department will be stripped of its authority to provide licenses to air carriers in Armenia, first deputy economy minister Garegin Melkonyan said at a Cabinet session today.
He said as part of the "open skies" policy the government has revised the department’s functions which must be divided between it and another agency.
He said a council will be set up to decide on whether to grant licenses or not to air carriers to operate regular or charter flights.
He noted that relevant legislation changes will be prepared within two months and an appropriate structure will be established within the economy ministry.
Prime minister Hovik Abrahamyan the decisions will be made by the council and licenses will be issued by the Chief Civil Aviation Department.
The decision to switch to the so-called ‘open skies’ policy was approved by the government in 2013 October on a recommendation by McKinsey & Company and the National Competitiveness Foundation of Armenia. It has liberalized domestic civil aviation sector for all local and foreign airlines meeting safety standards. -0-
