Armenia's government has implemented more than half of 2019 business environment improvement program's measures

Armenia's government has implemented 26 measures of the 51 that are mentioned in the 2019 program of improvement of business environment in the country, Armenian Vice Premier Tigran Avinyan said Tuesday at a discussion of entrepreneurship development prospects for 2020-2023, his press office reports.

YEREVAN, February 12. /ARKA/. Armenia's government has implemented 26 measures of the 51 that are mentioned in the 2019 program of improvement of business environment in the country, Armenian Vice Premier Tigran Avinyan said Tuesday at a discussion of entrepreneurship development prospects for 2020-2023, his press office reports.

The vice-premier stressed that agencies should be more attentive and consistent, and those officials who are slow in implementing these measures or shrug off their responsibilities should be called to account.  

The business environment program for 2020-2023, which includes both short- and long-term measures, was discussed at the meeting.

Tigran Avinyan stressed the importance of joint and coordinated efforts and said that the planned measures should be implemented on time and with a due quality. He also stressed how important international organizations' reports are for enhancement of the country's attractiveness to foreign investors. As an example, he pointed out the World Bank's Doing Business 2020 Report, where Armenia has been ranked 47th among 190 countries.

In his words, the reports mention business regulation reforms in 2018 and 2019 as well as significant  improvement in property registration, taxation, foreign trade and electric power supply.   

Along with that, Avinyan spoke about a downward change in outlooks for 2020. He said this was prompted by the change of the small investors protection index from the 51st to the 120th position caused by changes in the World Bank's assessment methodology.

Besides, Armenia's positions are quite low in the Permission for Construction and Performance of Contracts rankings.

The vice-premier said that, regardless of the World Bank's new methodologies, business environment reforms should be implemented vigorously to make it possible to record progress every year. -0----
