Armenia should encourage entrepreneurs to take advantage of GSP+ system

Armenia should imply business-encouraging mechanisms on GSP+ system application, Karen Nazaryan, acting deputy foreign minister, said Tuesday during the discussion of the 2019 draft government budget in Parliamentary committees.

YEREVAN, November 7. /ARKA/. Armenia should imply business-encouraging mechanisms on GSP+ system application, Karen Nazaryan, acting deputy foreign minister, said Tuesday during the discussion of the 2019 draft government budget in Parliamentary committees.   

In his words, the EU-Armenia Comprehensive and Enhanced Partnership Agreement will allow establishing an effective trade and economic cooperation with EU countries. 

He said that Armenia now enjoys GSP+ preferences, which imply zero or minimal customs duties for 6,500 varieties of goods. 

Nazaryan said that 900 varieties of goods from Armenia are exported with a zero customs duty, but there are still some problems with conformity of standards. 

“There is the necessity of working with the private sector, informing entrepreneurs about such an opportunity and encouraging usage of the system, which will allow spurring trade and economic contacts,” he said. 

Maneh Adamyan, acting deputy economic development and investments minister, on her side, pointed out the specifics of the list of goods as one of the factors making the usage of GSP+ preferences by Armenian commodity producers sluggish. 

“This is a standard list – there are the goods we are not produce in it, and there are also the goods which must be in conformity with particular standards,” she said. 

Adamyan said that there are some trade-promoting provisions in the EU-Armenia agreement and aspects of all the segments of trade, such as transparency, technical matters and protection of intellectual property, are included as well.  

“This is a big package of reforms in 12 directions, where we should take steps to spur trade with the European Union, and key emphasis will be put on quality infrastructure,” she said. --0---
