Armenian parliament has approved today in the first reading a bill to amend the law on water user associations.
YEREVAN, June 21, /ARKA/. Armenian parliament has approved today in the first reading a bill to amend the law on water user associations. The bill suggests transition to cashless payment for use of irrigation water.
“We all know that the efforts to improve the irrigation water supply system have failed because of persistent abuses. I propose that water users pay for it in a cashless way,” said Sergey Bagratyan, a lawmaker from the Prosperous Armenia party, who motioned the bill.
According to him, the cashless payment will allow determining how much money the operator collects and, accordingly, how much water is spent in the country. He said operators do not use effectively the collected revenue.
The deputy acknowledged that there are a number of difficulties in shifting to the fully cashless payment method, so it is assumed that the law will come into force on January 1, 2020, and the time period before that deadline will be used to resolve possible difficulties.
“We must gradually close corruption-related risks and only then we can be sure that the citizens will no longer face problems in the sphere of water use,” said Bagratyan. -0-
