There is no winner in the tender for reconstruction of the road section Yerevan-Ashtarak of North-South corridor.
YEREVAN, November 9. /ARKA/. There is no winner in the tender for reconstruction of the road section Yerevan-Ashtarak of North-South corridor.
The road section will be joined to the section Ashtarak-Talin and submitted for tender in spring, said Armenian Minister of Transport and Communications Manuk Vardanyan.
At the beginning of the month the Ministry of Transport and Communications opened tender packages of construction companies submitted applications for reconstruction of the road section Yerevan-Ashtarak stretching 11.71 km.
13 organizations submitted applications for participation in the tender but package of documents was submitted only by three of them. For the implementation of reconstruction program of the given road section the Austrian company STRABAG International suggested $51.141 million, American Feletechnologies - $18.944 million and Spanish MJGRUAS - $22.618 million.
“ By the results of the study of applications all the proposals were refused as they did not correspond to the terms of the tender”, said Vardanyan.
There is already an agreement with Asian Development Bank about unification of this construction phase with the next phase – from Ashtarak to Talin stretching 40-45 km.
“Unification of these two sections stretching 50 km into one tender will be announced in March and can cause great interest among construction companies. In March its is also planned to sign a contract on the implementation of construction works with Asian Development Bank in the amount of $100 million for both road sections.
Currently, the section Yerevan- Ashtarak does not require urgent reconstruction as it is considered one of the best road sections in Armenia and corresponds to international standards of road quality.
Armenian companies did not participate in the tender as they do not correspond to the main terms, particularly they do not have relevant work experience and their turnover is not up to $20 million.
It is planned to start construction works of the first road section in spring 2011 and finish on October 1, 2012. The contractor should reconstruct the road coverage, improve water supply system, the borders and increase road security.
On January 14, 2010 the Armenian government approved the investment program for building the North-South transport corridor and a framework $500 million loan agreement with the Asian Development Bank. The government approved also an agreement on disbursement of the first tranche of the loan in the amount of $60 million. -0-
