Armenia, OSCE find necessary to support Minsk Group’s efforts to settle Karabakh conflict by peaceful means

YEREVAN, April 18. /ARKA/. Edward Nalbandian, Armenian foreign minister, and OSCE Special Representative for the South Caucasus Gunther Bechler stressed the importance of support for mediator countries’ efforts to settle Karabakh conflict by peaceful means.

Nalbandian described the situation in Kraabakh conflict zone and consequences of Azerbaijan’s military campaign against Karabakh and numerous cases of ceasefire violation by the Azerbaijani side. 

Bechler said that that the OSCE is concerned over the escalation of tension on Karabakh-Azerbaijan contact line and expressed condolences over victims of the military actions. 

The minister and the envoy exchanged opinions of prospects for continuation of the talks between the conflicting sides which are brokered by OSCE Minsk Group. 

Nalbandian pointed out the OSCE Minsk Group co-chairs’ proposals in their five statements putting special emphasis on the national self-determination right.

Armenia has repeatedly stated, he said, that it is ready to continue negotiations based on these statements.   

The Nagorno-Karabakh conflict broke out in 1988 February when the Nagorno-Karabakh autonomous region announced its secession from Azerbaijan. In September 1991, the region declared itself the Nagorno-Karabakh Republic and, over the course of the enduring conflict, Azerbaijan subsequently lost control of the region.

In 1994, a Russia-brokered cease-fire was signed and peace talks have been held since, mediated by the OSCE Minsk Group. 

On April 2, 2016 Azerbaijan resorted to an "unprecedented provocation along the entire perimeter of the contact line" with Nagorno-Karabakh.
