YEREVAN, November 29. /ARKA/. The Armenian National Assembly passed Tuesday at the first reading a new version of the constitutional law on political parties, which simplifies procedures of registration of political parties and control over their activities, Novosti-Armenia reports.
Arpine Hovhannisyan, justice minister, presenting the amendments to the lawmakers, said that the changes have been prompted by constitutional reforms and ordered by the president.
Now a party must have at least 200 embers to be eligible for registration and it ought to increase the number of members to 2,000 in six months after registration.
The amendments propose to decrease the required number of members to 100 as well as the number required after six months of the party’s activity to 1,000.
Hovhannisyan said that some control mechanisms have been removed from the law, since the justice ministry finds them ineffective.
Other issues, including reasons for registration denial and activity prohibition, are specified in the amendments as well.
It is also stated in the new version of the law that a political party is established by no less than 100 people at a foundation meeting. The party’s regulations and program is adopted at the same meeting.
For government financing a political party must score no less than 3% in parliamentary elections. The constituent congress must be convened at least once in two years.
It is possible to terminate parties’ activities if they violated the law, for example if they call for overthrowing constitutional system.
