Armenian president launches his consultations with political parties over constitutional reforms

Serzh Sargsyan, the Armenian president, launched Wednesday his consultations with political parties over constitutional reforms, the president's press office reports.
YEREVAN, August 26. /ARKA/. Serzh Sargsyan, the Armenian president, launched Wednesday his consultations with political parties over constitutional reforms, the president's press office reports.
He met with representatives of Prosperous Armenia party.
On August 21, Sargsyan sent a package of constitutional reforms implying transition to parliamentary rule.
He intends to discuss the package with representatives of all the political parties of the country.
In accordance with the proposed changes, the president is elected for seven years instead of the present five and not by the country's population through nationwide vote, but by an assembly of voters selected from members of the National Assembly and local self-governing institutions. One person can be elected only once.
The supreme executive authority is the government that develops and implements the internal and external policies. The government is also empowered by the Constitution to implement the overall public administration.
The amended Constitution will also secure the prime ministerial seat for the parliamentary election winner party. A crucial discord among MPs over a candidate to the prime-ministerial post, if any, will be resulted in dismissal of the parliament.
The army will submit to the government and the prime minister will be supreme commander during a war.
The amendments also state that the National Assembly elected for five years through party lists consists of at least 101 members. There will be seats for representatives of ethnic minorities in the National Assembly.
If no stable majority is formed in the parliament after elections, a second round of vote is conducted, where two top vote-gainer parties compete. The second round winner will get additional seats in the parliament.
The central electoral commission will be shaped by the National Assembly as well (at least 3/5 votes). One person can't be a member of chair of the commission for two times in a row.
