Baku's manipulations of European Court's decision jeopardize Karabakh conflict settlement by peaceful means

YEREVAN, June 18. /ARKA/. Baku's manipulations of the decision of the European Court of Human Rights will damage the efforts to settle Karabakh conflict by peaceful means, Armenian Foreign Minister Edward Nalbandyan said in an interview with Liberty Radio.

Azerbaijani media released yesterday the statement Azerbaijani foreign ministry issued in response to the decision. In its statement, the ministry says that the court decision put an end to Armenia’s nonstop denial of the occupation of Azerbaijani lands and the presence of its troops there.
The European Court of Human Rights (ECHR) has handed down its first rulings on lawsuits filed by scores of Armenians and Azerbaijanis displaced during the war in Nagorno Karabakh.
In two separate verdicts announced late on Tuesday, the Strasbourg-based court said both Armenia and Azerbaijan violated property rights guaranteed by the European Convention on Human Rights. But it stopped short of ordering any material compensation to any of the plaintiffs for now.
«The negotiations on Karabakh conflict settlement are run neither not in the framework, not under the auspices and not through mediation of the European Court of Human Rights – the co-chairmanship of the OSCE Minsk Group is the only internationally mandated format searching for solution to the problem,» Nalbandyan said.
He said that the Azerbaijani plaintiffs' suit is an individual court case, which can't impact Karabakh conflict settlement process, and manipulations of this case can only harm the efforts to settle the conflict by peaceful means.
«Issues related to the right of refugees and displaced persons to return are integral part of the negotiation process, they can be resolved as a result of the comprehensive resolution of the issue, and the well-known statements of the heads of the Co-chair countries on the Nagorno-Karabakh conflict settlement also have reference to it,» Nalbandyan said in his interview.
Karabakh conflict broke out in 1988 when Karabakh, mainly populated by Armenians, declared its independence from Azerbaijan.
On December 10, 1991, a few days after the collapse of the Soviet Union, a referendum took place in Nagorno-Karabakh, and the majority of the population (99.89%) voted for secession from Azerbaijan.
Afterwards, large-scale military operations began. As a result, Azerbaijan lost control over Nagorno-Karabakh and the seven regions adjacent to it.
Some 30,000 people were killed in this war and about one million people fled their homes.
On May 12, 1994, the Bishkek cease-fire agreement put an end to the military operations.
Since 1992, talks brokered by OSCE Minsk Group are being held over peaceful settlement of the conflict. The group is co-chaired by USA, Russia and France. ---0------
