Hrayr Tovmasyan resigns as parliament’s legal issues and human rights protection committee for nomination to new position

Hrayr Tovmasyan, head of the Armenian National Assembly’s committee in charge of legal issues and human rights protection, submitted Friday his resignation to Ara Babloyan, the parliament speaker.

YEREVAN, February 16. /ARKA/. Hrayr Tovmasyan, head of the Armenian National Assembly’s committee in charge of legal issues and human rights protection, submitted Friday his resignation to Ara Babloyan, the parliament speaker.
Babloyan, speaking at today’s parliamentary session, thanked Tovmasyan for the job done and said that the latter has been nominated to the position of a member of the Constitutional Court of Armenia.
Eduard Sharmazanov, the spokesman of the ruling Republican Party of Armenia, told journalists yesterday that the party has decided to put up the candidacy of Gevorg Kostanyan, former Armenian prosecutor general, to the position of the National Assembly’s legal issues and human rights protection committee.
In accordance with the Armenian Constitution, Constitutional Court judges are elected by the National Assembly at least by three fifth of the total number of MPs for 12 years.
The Constitutional Court consists of nine judges, three of which are nominated for election by the country president, three by the government and three by the Assembly of Judges.
The judges remain in office until they turn 70.
Hrayr Tovmasyan was born on July 8, 1970 in Darakert village, Ararat province.
In 1995 graduated from Gladzor University with a lawyer diploma.
From 1996 to 1998 he has taken classes in the Armenian National Academy of Sciences.
Tovmasyan obtained PhD degree in 2000 and from 1996 and 2001 worked at the Armenian Constitutional Court at different positions.
From April to August 2001 worked as deputy nature protection minister.
From 2001 to 2010 he worked for the programs “Consulting for Strengthening the Legal System” and “Legal and Judicial Reforms in the South Caucasus” of the German Organization for Technical Cooperation.
From December 17, 2010 to April 30, 2014 was justice minister.
