YEREVAN, October 20. /ARKA/. The Armenian Cabinet ministers gathered Wednesday for giving their approval to the government’s new program.
Key focuses and approaches are outlined in the program though without particular figures and terms.
In its new program, the government points out Armenia and Nagorno-Karabakh Republic’s security, constitutional changes, development of democratic institutions, enhancement of public confidence in the country’s electoral system, struggle against corruption and shady dealings and reduction of poverty and unemployment as strategic goals.
The government also thinks it will be able to ensure equal conditions for all entrepreneurs, to promote export-oriented industries and cooperation between the country’s private and public sectors, to support projects that are able to speed up economic growth.
Improvement of Armenia’s image, enhancement of its investment attractiveness and diversification of energy resources are also singled out as the government’s key objectives.
The program also targets healthcare and education sectors.
To implement the strategic objectives the government will establish a new agency – a center of strategic initiatives.
The government is planning to modernize state administration and local self-government systems and to make their activities more transparent.
It is also planning to enhance effectiveness of spending loans, to lessen expenses of the governing institutions and to introduce ‘one window’ service system.
Simplification of procurement procedures and introduction of electronic systems and a single electronic database are among the government’s plans as well.
The government says in its program that it will take certain steps to improve investment and business climate and increase economic growth, which will drive Armenia’s Doing Business rating at least four notches up.
It intends also provide certain tax preferences to certain companies operating in top-priority areas which are able to propel economic growth.
Tourism, agriculture, energy and transport, too, are mentioned among the government’s focuses. Certain steps are planned to be taken here as well.
As for the government’s foreign policy, it will seek to settle Karabakh conflict by peaceful means and to normalize its relations with Turkey without any precondition.
Attention will also be paid to relations with international organizations.
Special emphasis is put here on assistance for Armenians who fled their homes in Syria and Iraq.
The government will be searching for new ways to ward off military threats.
Separate attention will be paid to support for families of servicemen, fallen and missing soldiers as well as for disabled people.
In its program, the government says it is planning a crackdown on corruption and some reforms aimed at human rights protection. In its words, officials will make every effort to root out corruption.
The program implies some changes in education and healthcare sectors. The government also intends to take particular steps to protect environment and promote sports.
Residents of quake-stricken Spitak and Gyumri are targeted in the program as well. --0---
