Management expert questions wisdom of the government for deciding to merge two ministries

A management expert, Harutyun Mesrobyan, has questioned today the wisdom of the government that has decided to merge the ministry for emergency situations and the ministry of territorial administration saying this is unacceptable from the viewpoint of management rules.

A management expert, Harutyun Mesrobyan, has questioned today the wisdom of the government that has decided to merge the ministry for emergency situations and the ministry of territorial administration saying this is unacceptable from the viewpoint of management rules.
According to him, the modus operandi of these two ministries differs both tactically and strategically ‘because the ministry for emergency situations operates in extraordinary and unavoidable circumstances, while the territorial administration ministry operates in a stable environment."
Mesrobyan was also skeptical about the government’s plan to set up a new ministry of international economic integration and reform. According to him, the declared purpose of creating this new government agency is not functionally justified.
However, the head of Sociometer polling center Aharon Adibekyan disagreed with this argument saying when merged the new agency will become more effective because of geographical and economic expediency.
He claimed that to carry out its functions the ministry of territorial administration needs the support of the ministry for emergency situations despite the differences in their methods of work.
The reorganization of the government was proposed by prime minister Hovik Abrahamyan on November 6. Today Armenia has 18 ministries. -0-
