Military-industrial complex management transferred to high-tech industry ministry in Armenia

YEREVAN, May 25. /ARKA/. Gor Melikyan, Armenian first deputy minister of high technology industry, presented Monday at the meeting of the National Assembly’s Standing Committee on Defense and Security a government-proposed package of amendments and additions to the law on the military-industrial complex and the law on defense.

In his words,, the initiative was prompted by structural changes in the government and the formation of a new ministry [high-tech industry - ed.] in January 2019 with the handover of military-industrial activities from the ministry of defense to the then new-established high-tech industry ministry.

“The bill proposes to specify the jurisdiction of the ministry of high technology industry in relation to the country's military-industrial complex and military-industrial activities, as well as to identify the functions and responsibilities of other departments,” he said.

According to him, the bill also involves the use of training grounds of the ministry of defense for testing the latest technologies.

Melikyan said the redistribution of the management functions of the military-industrial complex will make it possible to provide the necessary latest technologies not only to the ministry of defense, but also to the police, the National Security Service and the ministry of emergencies.

“In addition, the separation of the defense industry’s management functions completely neutralizes possible corruption risks due to the fact that previously the industry was completely under the responsibility of only one ministry. The efficiency of military-industrial production is also increasing,” he said.

In turn, co-rapporteur, MP of the My Step faction Tigran Karapetyan noted that the fixation of the redistribution of managerial functions over the military-industrial complex at the legislative level will allow the ministry of high technology industry to begin marketing activities to attract investments into the field, as well as expand the markets for Armenian military products.

On May 8, 2019, the National Assembly of Armenia amended the law on the structure of the government reducing the number of ministries in the country to 12. The institute of the first deputy prime minister was also eliminated; the number of deputy prime ministers was reduced to two.

According to the changes, the ministry of transport, communications and information technologies was renamed the ministry of high technology industry, and was entrusted with powers related to digitalization and the military industry. Its functions are complemented by international cooperation in the military-industrial complex.-0---
