YEREVAN, January 17. /ARKA/. Settlement of the conflict in Nagorno Karabakh is not abstract and it is not exclusively a matter of Azerbaijan’s internal affairs, Sergey Lavrov, Russia’s foreign minister, said Tuesday at a news conference.
He is quoted by TASS as saying that there are a full set of steps proposed to be taken, first of all, the cease fire demand put forward by UN Security Council when the conflict raged.
Lavrov said that the UN Security Council’s demand to return the occupied territories, but never with use of force, but with determination of the final status of Nagorno Karabakh remain in force.
According to him, all he said is confirmed by numerous decisions of the OSCE Minsk Group as well by the statements and documents signed by Armenian and Azerbaijani presidents. The peaceful settlement of disputes is written there unambiguously.
The minister said that the upsurge in violence in the region in April 2016 gave grounds for a deep concern. He said Russia played a crucial part in ceasing bloodshed at that moment.
Lavrov said that after escalation of the conflict in April 2016, taking into account the mutual accusations of Armenia and Azerbaijan, it was found necessary to work out a mechanism for investigating incidents and to increase the number of OSCE observers directly on the contact line.
“Unfortunately, even such elementary things necessary for that [for prevention of escalation repetition] as mechanism of investigation of incidents and a larger number of observers on the contact line can’t be put into practice until there is no consensus in the OSCE,” he said. --0---
