Nagorno-Karabakh parties, public organizations, media put forward 5 conditions for return to homeland

YEREVAN, December 11. /ARKA/. In a statement issued on the occasion of an anniversary of the 1991 referendum on the independence of the Republic of Artsakh (Nagorno-Karabakh) and the International Human Rights Day marked on December 10.some 150 political parties, public organizations, media outlets and heads of communities of Nagorno-Karabakh say their decision to flee their homes after the September 12 offensive by Azerbaijani army was made in the face of ongoing genocidal actions and serious existential threats.
The statement, addressed to the UN Secretary General, the UN Security Council, the OSCE Chairman-in-Office, the leaders of the OSCE Minsk Group Co-Chair countries, the Council of Europe' Secretary General, the President of PACE, the President of the Council of the European Union, the President of the European Parliament, the Secretary General of the CIS, the Secretary General of the CSTO and the Secretary General of NATO puts forward five 'indisputable' conditions which are necessary for the peaceful, safe and dignified return of Nagorno-Karabakh population to their homeland.They read as follows:
1) We exclude the return of the citizens of the Republic of Artsakh under the jurisdiction of Azerbaijan. The Azerbaijani Armed Forces, police and administration must be withdrawn from the territory of the Republic of Artsakh, including from the Shahumyan district, which was cleansed of its Armenian population back in 1992.
2) Multinational UN peacekeeping forces should be deployed along the entire border of the Republic of Artsakh, and a demilitarized zone should be established.
3) The Lachin corridor must be placed under UN control and management
4) The territory of the Republic of Artsakh should be placed under UN administration in order to ensure conditions for the return of all refugees, the establishment of democratic and legal institutions and economic recovery. All refugees should have equal status, equal rights and be subject to the general rules of the transitional period before the referendum that will confirm the final political status of Nagorno-Karabakh, the result of which will be legally recognized by all states.
5) The possibility of criminal prosecution by Azerbaijan against citizens of the Republic of Artsakh on any charges related to the entire course of the conflict must be completely excluded. All detained and already convicted Armenians must be immediately released. We are ready to recognize the jurisdiction of the international tribunal to investigate every war crime committed by our citizens, but on condition that the tribunal will also investigate all war crimes committed by the citizens of Azerbaijan and its mercenaries". -0-
