YEREVAN, January 17. /ARKA/. Armenia's Human Rights Defender Arman Tatoyan told reporters today that the major problem in Armenia's correctional institutions was the provision of medical services.
At the same time, Tatoyan said there were positive developments, but systemic problems are still quite numerous, in particular regarding the protection of rights of people in psychiatric hospitals, correctional institutions, in courts and even in vehicles that transport convicted people to prisons.
"The main problem of the police is to ensure the rights of people when detaining them. The compulsory treatment of people in psychiatric hospitals is also problematic, when persons find themselves illegally in a psychiatric hospital and illegal compulsory treatment continues even without their obvious consent," he said.
Tatoyan also said that incidents of deaths in pre-trial detention centers and in correctional institutions are not properly investigated, especially when it comes to suicides.
"Only individual cases are investigated, while detailed studies should be carried out, the reasons should be analyzed and systemic preventive measures must be taken," Tatoyan said.
According to him, due to these problems, the effectiveness of measures to prevent mortality in prisons remains unsatisfactory. -0-
