Amendments to income tax law misinterpreted because of improper presentation – Armenian MP

The amendments to the income tax law aroused misinterpretation because the government didn't present them to lawmakers properly, Artsvik Minasyan, an MP from Armenian Revolutionary Federation/Dashnaktsutiun party, told journalists on Monday.

YEREVAN, May 11. /ARKA/. The amendments to the income tax law aroused misinterpretation because the government didn't present them to lawmakers properly, Artsvik Minasyan, an MP from Armenian Revolutionary Federation/Dashnaktsutiun party, told journalists on Monday.
«I mean there are some procedures which must be made before putting a bill on the National Assembly’s floor,» he said. «As a result, this hastily presented bill triggered unjustified criticism and created a tense situation.»
On May 7, the National Assembly of Armenia passed at the final reading the amendments to the income tax and profit tax laws.
In accordance with the amended laws, Armenian citizens working abroad must transfer 13% of their income to Armenia. Mikael Melkumyan, an MP from Prosperous Armenia party, on his side, confirmed that the amendments were not described properly.
He said they don't apply to labor migrants. In his opinion, they are beneficial to companies that are already working at Russia's construction market, and they will not miss this chance.
«We hope that representatives of other areas will follow their example,» he said. Melkumyan added that the problem of double taxation is solved by international agreements and there are absolutely no contradictions with the Russian law.
«The thing is that construction business in Armenia is flagging now and some workers will go outside of the country for earning money,» he said. «This is a complex problem, not only a business problem. There are also some problems arousing anxiety.»
He said information about the expected advantages and risks should be provided along with the bill. Vardan Ayvazyan, head of the National Assembly's economic committee, said that the amended law doesn't target legal migrants, but it targets resident legal entities that are registered in Armenia.
«If such a company operates abroad, it can pay income tax to Armenia,» he said. «In this case income tax is equal to Russian, and to put exporters to more advantageous state, we down income tax to 5%.»
Ayvazyan stressed that the amended income tax law may lead to development of re-export in the future. ---0-----
