Armenia joins CIS government procurement market

On Wednesday, the Armenian National Assembly ratified the protocol on rules and procedures of government procurement regulation in the Commonwealth of Independent States.
YEREVAN, October 4. /ARKA/. On Wednesday, the Armenian National Assembly ratified the protocol on rules and procedures of government procurement regulation in the Commonwealth of Independent States.
Karen Tamazyan, deputy finance minister, presenting the protocol to lawmakers, said that it implies common government procurement rules in the CIS space.
“Armenia has already accepted the requirements and has even introduced an electronic system of government procurements as part of a similar agreement in the Eurasian Economic Union,” he said.
The deputy minister said that Armenia is joining the agreement with a stipulation – only applications will be provided in Russia language, while the remaining paperwork will not necessarily be submitted in Russian.
In his words, the protocol opens an additional market for Armenia, which will allow the country to take part in the organization of government procurements in the CIS and the EEU space.
The protocol will be put in practice in two stages - before January 1, 2018, each of the countries which have ratified the protocol has to carry out transition to an electronic mode of procurement and to adopt all the laws necessary for that, and before January 1, 2019, participants of the protocol will assume a commitment to introduce technologies ensuring information openness and transparency in procurements.
Government procurement portals of all CIS countries should be in conformity to each other.
