Armenia’s anti-trust agency asks Russian peers to investigate breaches revealed in Russian-run South Caucasus Railway

Armenia's antitrust agency has asked its Russian peers to investigate a string of breaches it has revealed after examining the financial documents of the Russian-run South Caucasus Railway (SCR) that operates Armenia's rail roads.

YEREVAN, November 27. /ARKA/. Armenia's antitrust agency has asked its Russian peers to investigate a string of breaches it has revealed after examining the financial documents of the Russian-run South Caucasus Railway (SCR) that operates Armenia's rail roads.

Artak Shaboyan, the head of the State Commission for Protection of Economic Competition (SCPEC), said today in Yerevan that the examination has revealed numerous problems in the company's performance. He said SCPEC has sent them to Armenia's ministry of transport and communication.

According to him, since SCR is a 100% subsidiary of the state-owned Russian Railways, SCPEC has also sent the documents about the revealed breaches to the Russian anti-trust agency, since rail transport is within their competence.

Shaboyan said the breaches had been discussed with Russian counterparts, who promised to investigate them in detail and if necessary institute proceedings against SCR and apply stringent measures against it.

According to Shaboyan, some of the breaches include failure to respect requirements for procurement,  high operating costs, which are included in the company's investments. This is a violation that allows the company to blow the amount of its investment, he said.

In addition, he said, the SCR fails to coordinate some of its activities with state authorities. As an example, he mentioned the sale of cars not suitable for use to Georgian companies at prices lower than the same cars were sold to Armenian companies.

Vardan Aloyan, a press officer for SCR, told ARKA that they asked the chairman of SCPEC to provide them with information about the violations revealed in the company. 

He said the examination had been conducted in April, but so far they did not receive the report about its results. 

'We would like to get  the documents sent to the Russian Antimonopoly Agency as well so that take steps to eliminate the breaches," said Aloyan. -0-
