Armenian government toughens requirements for public procurement tenders

The Armenian government decided today to amend one of its previous decisions regarding the procedure for organization of public procurement tenders.
YEREVAN, January 30. /ARKA/. The Armenian government decided today to amend one of its previous decisions regarding the procedure for organization of public procurement tenders.
Finance Minister Atom Janjughazyan said the changes are being made to the procedure for conducting electronic auctions. In his words, the changes are meant to prevent the possibility of concluding anti-competitive agreements by the bidding companies
"The fact is that today if a tender winning company refuses to fulfill the contract, it is automatically concluded with the next bidder. This leads to anticompetitive agreements between the bidders. The first, by offering a lower price, is recognized as the winner, but later it declares that it is unable to fulfill the contract , and the second company without a competition is granted the contract," said Janjughazyan.
He noted that the proposed changes would declare the tender process failed in case the winning company refuses to execute the contract. –0--
