Armenian ministry of finance concludes most of lease agreements with oligarch’s wife

Armenian Ministry of Finance has concluded most of the lease agreements in 2016 and 2017 with the wife of Samvel Aleksanyan, one of the richest Armenian businessmen and a member of parliament, Varuzhan Oktanyan, the head of Transparency International Armenian Office, told journalists today.
YEREVAN, March 14. /ARKA/. Armenian Ministry of Finance has concluded most of the lease agreements in 2016 and 2017 with the wife of Samvel Aleksanyan, one of the richest Armenian businessmen and a member of parliament, Varuzhan Oktanyan, the head of Transparency International Armenian Office, told journalists today.
He said the Armenian Office of the Transparency International had monitored the public procurement system, including purchases from one person, had studied also specialized websites, the appeal systems and the relating legislation.
"For example, the State Revenue Committee and the State Property Management Department concluded leasing agreements with Hainakhardshin company, whose owner is unknown, while the Ministry of Finance continues concluding lease contracts with Samvel Aleksanyan's wife," Oktanyan added.
According to him, during the mentioned period a total of 98 billion 432 million drams (17% of the total volume) worth purchases were made from one person. In his words, in Europe this figure is 5-6%.
He said during the mentioned period 543 agreements were concluded worth 388 million drams for purchase of air tickets. The largest number of these agreements was concluded with Aviatur Group LLC (134 agreements worth 136 million drams) and Trinidad LLC (103 agreements worth 68 million drams).
He said some government agencies acting as customers work mostly with the same companies, for example, the Ministry of Finance concluded 1.24 billion drams worth contracts with Sahakyanshin LLC; the Ministry of Territorial Administration concluded 777 million drams worth contracts with Yerevanshin LLC, while the Ministry of Justice signed 198 million drams worth contracts with Goharik LLC.
According to him, it is not known whether the real owners of these companies are linked with high-ranking government officials. -0-
