Control over quarantine phytosanitary goods in Armenia and Russia to be enhanced –regulator

The Armenian Food Safety Inspectorate has announced that from September 1, 2025, there will be enhanced control over quarantine phytosanitary goods and adherence to legislative requirements in both Armenia and Russia.

YEREVAN, August 27. /ARКА/. The Armenian Food Safety Inspectorate has announced that from September 1, 2025, there will be enhanced control over quarantine phytosanitary goods and adherence to legislative requirements in both Armenia and Russia.

"Companies found to be in violation will face legal consequences," the regulator stated.

The regulator emphasized that when transporting goods subject to phytosanitary control from Armenia to the Russian Federation (including fresh fruits and vegetables, flowers, seeds, planting materials, etc.), it is crucial to strictly adhere to the legislation of the EAEU and the Russian Federation, as well as to meet tax obligations in Russia to prevent future transportation restrictions. This message should also be communicated to partners in the Russian Federation,’ it said.

The Inspectorate reminded that according to the provisions and procedures for implementing quarantine phytosanitary control (supervision) within the customs territory of the EAEU, as established by the Customs Union Commission Decision No. 318 dated June 18, 2010, titled "On Ensuring Plant Quarantine in the EAEU," cargo must undergo quarantine phytosanitary control upon arrival at its destination.

Consequently, partners in the Russian Federation are obligated to inform Rosselkhoznadzor (agricultural watchdog) within one working day of the cargo's arrival at the destination, allowing the department's personnel to conduct quarantine phytosanitary control at the cargo's arrival location.

"Failure to comply with these provisions may result in Rosselkhoznadzor recommending that the Food Safety Inspectorate withhold phytosanitary certificates for companies that do not adhere to the requirements," the Armenian regulator stated.-0-
