Fraud disclosed by Armenian police at Security Dream LLC

The Armenian Police Department’s division in charge of struggle against corruption and economic crimes has disclosed fraud in Security Dream LLC.
YEREVAN, June 22. /ARKA/. The Armenian Police Department’s division in charge of struggle against corruption and economic crimes has disclosed fraud in Security Dream LLC.
It has become known after preliminary investigation that in 2011, 2013 and 2017 the company signed a contract with the traffic police on procurement of sped cameras and provision of services.
As part of its contractual obligations the company has created a video control system, and the money coming as a result was divided between the traffic police and the company the following way – 30 – 70%, 50-50% and 10 – 90%.
Besides, in accordance with the contract signed in February 2017, the traffic police transferred 10% of the receipts to the company as payment for the provided services.
By this very contract, the traffic police was obliged to reimburse the company’s all expenses related to the provided services.
It has become known that to pocket financial resources Security Dream has signed a contract with Еllips GA for servicing the system.
In particular, fake executive acts had been composed for allegedly provided services and false accounting reports had been submitted to the traffic police. As a result, Security Dream and Еllips GA received AMD 1 billion ($2,073,828) from the government budget.
The police department has also information that there was similar embezzlement also before. The investigation is under way now, and the damage inflicted to the government budget is being gauged.
Yesterday, the police raided Security Dream, the company that deploys and services speed cameras on roads. -0---
