The National Assembly of Armenia passed Friday at the second, final reading a bill amending the law on energy, which proposes to disclose the names of the real owners of power plants.

YEREVAN, April 17. /ARKA/. The National Assembly of Armenia passed Friday at the second, final reading a bill amending the law on energy, which proposes to disclose the names of the real owners of power plants.

The passed bill proposes that hydro power plants, thermal power plants and all those departments whose activity results are reflected in the prices should be transparent and accountable.

In particular, information will be published about owners of at least 10% of the shares in order to further discuss accessibility of information about all owners.

It was planned initially that the law was to enter into force on July 1, 2020, however, on March 4, at the second reading discussion, the co-author of the bill, MP from the My Step faction Artak Manukyan said that problems related to the application of the law in practice had emerged during discussions with the government.
 
Taking this into accounts, the lawmaker proposed then to vote against the adoption of the bill and to return it to the first reading in order to make appropriate alterations to the bill. As a result, the amendments were not adopted then at the second reading and returned to the status of "first reading".

During the “second” second reading, Manukyan said that the changes to the draft amendments have been agreed and the law will enter into force on January 1, 2021. -0-
