Minister: Armenia’s telecommunication sector in need of legislative reforms
YEREVAN, July 6. /ARKA/. Armenia’s telecommunication sector is in need of legislative reforms, Armenian Transport and Communication Minister Gurgen Sargsyan said this weekend at a non-formal meeting of heads of IT companies.
The IT forum organized by Union of Information Technologies Enterprises was held in Dilijan, Armenia, on July 4 and 5.
“Many problems were highlighted at that forum. Both emotional and objective remarks were made. They show that legislative area faces a grave problem”, Sargsyan said.
In his words, the ministry has already embarked on the work and set up a group.
This time not only representatives of state agencies, but also all communication operators and some Internet providers are included in the group, the minister said,
It was decided at the forum to reconsider conceptual provisions.
Conceptual approaches related to communication sector were outlined at the forum for future legislative changes.
“I don’t rule out the possibility of the necessity to adopt a new law, since we have no communication-related laws”, Sargsyan said.
“All the areas of IT sector need legislative regulation. That is why it was pointed at the forum that the law on telecommunications is dysfunctional.”
The minister also pointed out the problem of combination of powers of some organizations and state agencies regulating the communication area and forming policy here.
He said clear distribution of powers is needed.
