YEREVAN, March 24, /ARKA/. Prime minister Tigran Sarkisian said today old-age and retirement pensions will be paid only by Haypost (Armenian Post) and commercial banks until the lists of all pensioners across the country are specified after his Cabinet passed a decision today to suspend signing of agreements with payments systems, licensed to also pay pensions.

According to a 2010 summer decision of the government, Haypost, commercial banks and payment systems were allowed to pay pensions. They were given six months to get prepared for the new system.

‘The problem is not with companies licensed to pay also pensions. It has emerged that substructures engaged in direct distribution of pensions are showing a strong opposition to the new system,’ Tigran Sarkisian said questioning the payment systems’ latest announcement that they were ready to pay pensions to as many as 34,000 senior citizens.

“This is a surprising number because all commercial banks have managed to get only 10,000 applications from pensioners throughout this time,’ he said recalling that the Audit Chamber had revealed a great deal of violations in pension distribution system. The most widespread was inclusion of diseased people’s names on the list of living pensioners. The lists included also many names of people who left the country years ago.

‘As a matter of fact we see continued falsifications that allows some people to make money on it,’ the prime minister said.

He said 421 cases of violations have been revealed already at one payment system only. According to Audit Chamber, the number of pensioners who received their pensions through postal offices in 2011 January was by 20,6000 less than on the lists. In February out of 464,200 listed pensioners only 444,000 went to receive their pensions. According to official numbers, there are 530,000 pensioners in the country. -0-
