Sargsyan presented the 7 key packages of reforms aimed at building an innovative economy

On Tuesday, Armenian Premier Tigran Sargsyan speaking at the Armenian-Russian interregional forum presented seven key packages of reforms promoting the country to an innovation economy.
YEREVAN, April 19. /ARKA/. On Tuesday, Armenian Premier Tigran Sargsyan speaking at the Armenian-Russian interregional forum presented seven key packages of reforms promoting the country to an innovation economy.
“Diversification of the economy and export development is the basis for long-term sustainable growth, stability and enhancement of innovation potential. Today, at the junction of economy branches new, quality products and services appear”, he said.
The government, despite the budget limitations, conducts preferential policy regarding the enterprises of innovative technologies and finances innovation projects for the creation of new industries.
“We started to re-build the system of quality, safety and standardization of goods and services and will soon have our own system of certification in compliance to European standards”, said Sargsyan.
The second important direction is agriculture development.
Now Armenia is implementing a program of modernization of agriculture and increase of organic food production.
The third package of reforms is aimed at building the information society.
“Armenia has traditionally been considered a country with high potential in IT sector. Even during the crisis, double-digit economic growth was provided in information technologies. Today the government reached its goal to reduce the Internet prices and are competitive in the region”, he said.
The forth direction is to create favorable conditions for business conduction.
“The main principle in business regulation is that the rules should be simple and equal for everybody”, said Sargsyan.
Only last year about 30 % types of licenses was eliminated.
Registration of enterprises became possible in 15 minutes, the system of electronic tax and customs declarations was introduced, unified service centers were established, reduced frequency of reporting, etc.
Another important area of reforms is related to large infrastructure projects.
“Such large-scale projects as the construction of new nuclear power-station, construction of the road North-South and the railway with Iran was launched.
These projects will be implemented on the basis of private-public partnership and create new opportunities for business development”, said Sargsyan.
In this aspect, one of the key issues is the improvement of education.
“Our analysis shows that without government support many marzes (regions) can not obtain new qualitative level of development. For the first time we have developed and implemented a methodology of comparative assessment of socio-economic development of the regions and communities”, he said.
Based on the experience of Russian colleagues, state investment fund of regional development will be established in the nearest future, the funds of which will be allocated for regional development projects. —0--
