Premier: Armenian government expanding powers of local self-governing institutions

Armenian government is decentralizing and expanding powers of local self-governing institutions, Prime Minister Tigran Sargsyan said on Thursday.
YEREVAN, April 21. /ARKA/. Armenian government is decentralizing and expanding powers of local self-governing institutions, Prime Minister Tigran Sargsyan said on Thursday.
“The legislative changes implemented for recent three years and governmental decisions clearly show that we are considerably expanding local self-governing institutions’ powers,” he said at a regular Cabinet session. “More than that – we are removing obstacles leaving no room for interference central governing agencies in matters, which can be settled by local institutions.”
He pointed out usage of pastures as one of such matters.
“Now farmers are empowered to seal agreements directly with local self-governing agencies for using pastures,” he said.
Territorial Administration Minister Armen Gevorgyan, on his part, presented the job done in this direction to the Cabinet members.
He said that decentralization of powers is among his ministry’s key focuses.
In his words, these issues are included in the agenda of cooperation with European organizations.
“We cooperate with the European Union also on improvement of local self-government institutions,” he said. “A more detailed work is being carried out with the Council of Europe. Administration system reforms will become more effective thanks to this cooperation.”-0-
