Finance Ministry: Armenia’s government budget successfully handled in Jan-July

Armenia’s government budget has been handled successfully and without any debt in Jan-July 2011, Gayane Zargaryan, chief of the finance ministry’s division in charge of budget-related reports and analyses, said Wednesday at a news conference.

“Both revenue and spending grew, compared with the previous year,” she said adding that state institutions’ all liabilities were paid in time.
Zargaryan said that the government budget revenue amounted to AMD 482.2 billion in Jan-July 2011 ensuring 76.9% of the revenue projected for nine months.
The seven months’ revenue less off-budget funds amounted to AMD 471 billion (77% of the indicator planned for nine months).
Budget expenses, including off-budget funds, totaled AMD 492.7 billion in Jan-July 2011 (70.5% of the amount projected for nine months), and excluding them AMD 484 billion (71.3% of the nine-month projection).
The Jan-July budget deficit amounted to AMD 10.5 billion and made up 14.6% of the nine-month projection. The Jan-July budget deficit less off-budget funds amounted to AMD 12.9 billion (19.2% of the nine-month projected indicator).
Speaking about off-budget indicators, Zargaryan said that revenue from off-budget funds amounted to AMD 11.1 billion in Jan-July 2011 (72.4% of the nine-month program), and spending AMD 8.7 billion (44%).
This successful seven-month performance of the government budget ensured surplus of AMD 2.4 billion, contrary to nine-month projection of AMD-4.5 billion deficit.
“The revenue grew by AMD 43.4 billion for seven moths of this year, compared with the same period a year earlier,” Zargaryan said.
In her words, AMD 33.7 billion of this amount was ensured by taxes and duties.
Spending grew by AMD 29.3 billion, of which current expenses totaled about AMD 26.5.
According to the finance ministry’s figures, state duties, obligatory social payments and grants grew 9.9% (by AMD 33.7 billion), 10.3% (AMD 6.7 billion) and 123.2% (AMD 6.6 billion) respectively in Jan-July 2011, compared with the same period a year before.
Instead, other inflows dwindled by AMD 3.6 billion or 12.5%.
Turnover of off-budget funds of Armenia’s state organizations and payments carried out without restrictions from the government budget in accordance with the 2011 program were included in the projected and actual indicators to ensure consolidated account of government funds. ($1 = AMD 367.93). -0-
