International rail traffic system of Armenia’s customs introduces self-declaration

YEREVAN, August 2. /ARKA/. The system of international rail traffic of Armenia’s Customs Service has introduced self-declaration.

Head of the Department for Customs Tariffs and Execution of international traffic, RA Customs Committee, Gevorg Saghoyan reported that the regional customs office of international traffic is the only customs body that has introduced self-declaration by the order of the Chief of the RA Customs Committee.

“Until April 2007, the RA Customs Code had prevented full-scale introduction of the self-declaration system, which obliges economic entities importing goods, as well as vehicles, to be present during the execution of customs documents. At present, the «duty» has been replaced by the «right» to presence,” Saghoyan said.

According to him, the Chief of the RA Customs Committee issued a decree establishing a simplified order of declaring means of transport and goods: mediators or carriers are to get connected to the ASICUDA automatic system operating at the customs bodies.

Saghoyan reported that the regional customs office of international traffic serves only economic entities transporting cargoes by the TIR system, which unites mostly European countries.

“However, China’s involvement in the system is being negotiated now, as that country is included among `risky’ countries. The import of goods from risky countries involves the import of goods with inaccurate bar-codes or declaration of lesser amount of goods,” Saghoyan said.
