Deadline for registration of prepaid mobile communication cards prolonged in Armenia

The RA Public Services Regulatory Commission has prolonged the deadline for registration of prepaid mobile communication cards until March 1, 2008.
YEREVAN, October 30. /ARKA/. The RA Public Services Regulatory Commission has prolonged the deadline for registration of prepaid mobile communication cards until March 1, 2008.

The reporters on the issue, Head of the Telecommunication Department Gevorg Gevorgyan said that the Commission received an application for prolongation of the deadline from November 1, 2007 to March 1, 2008 from the ArmenTel telecommunication company.

By July 1, 2007, only 25% of Easycard-holders had been registered by the ArmenTel client service centers, and 17% of K-Telecom clients (VivaCell brand), caused the Commission to make this decision.

Commission Chairman Robert Nazaryan stated that the deadline set today will no more be prolonged. “It is necessary for mobile communication operators to be able to register their clients within the deadline,” he said.

Nazaryan called on mobile communication operators to carry out more active information campaigns and promised the Commission’s assistance. “The registration of cards meets clients’ interests as this settles security problems. Each call must have an origin and an addressee,” Nazaryan said.

According to the Commission’s decision of March 30, 2007, from July 1, 2007, Easycards are issued on the basis of written documents, whereas “public contracts” were concluded before. The reason for the innovation is national security measures. Written contracts were signed with holders of previously activated Easycards before November 1, 2007.

Two companies are currently operating on Armenia’s mobile communication market: ArmenTel, which is fully owned by the Russian Vympelcom Company ((Bee Line brand), and the K-Telecom Company (VivaCell brand), with 80% of the shares held by the Russian Mobile Telesystems and 20% by the Lebanese Fattouch Group).

By the end of 2006, ArmenTel had had about 608,500 clients using stationary telephone communication and 452,000 clients using mobile telephones. By July 1, 2007, the K-Telecom Company had had 986,000 clients. –0—
