New rules of using telephone services in Armenia will be elaborated before December 20, 2007, said Chairman of the Public Services Regulatory Commission (PSRC) Robert Nazaryan.
YEREVAN, November 27. /ARKA/. New rules of using telephone services in Armenia will be elaborated before December 20, 2007, said Chairman of the Public Services Regulatory Commission (PSRC) Robert Nazaryan during his meeting with the participants of protest action on protection of consumers’ interests in the telecommunications sphere.
He said that the PSRC has twice organized discussions on this topic with public organizations, in the course of which it was pointed out that the issues raised by citizens envisage complicated technical, juridical and legal decisions.
“Today the PSRC agenda includes the issues of elaborating and presenting new rules of using telephone services, which include all the issues that we intend to discuss with public organizations and listen to their suggestions,” Nazaryan said and added that is the discussions are dragged on the Commission may prolong the deadlines of adopting the main document.
At the same time he pointed out that if there are “ArmenTel” subscribers whose telephones are disconnected, the Commission is ready to consider their applications and in case of finding violations from the telecommunications company, it is ready to make a just decision.
“We are inclined to protect interests of citizens and companies that provide services and find a weighted and reasonable decision which will be included in the all-embracing document,” Nazaryan said.
He pointed out that next week the Commission will present the bill of new rules in its site, where all the interested people can get acquainted with them and include their suggestions.
“We are happy that people are so active and are ready to discuss all the provisions of the document and take into account their suggestions,” Nazaryan said.
Today a number of public organizations on the protection of consumers’ rights conducted a protest action before the PSRC building. The main demand of the protestants was to make changes in the telecommunications sphere, allowing not to disconnect telephones because of not having paid for this or that service or international calls, in case of paying the monthly subscription fee. The public organizations propose disconnecting only those services that were not paid.
In October 2007, the participants of the action presented to the PSRC their demands with 10,000 signatures of the subscribers of “ArmenTel” Telecommunications Company.
On October 1, 2007, “ArmenTel” was fully deprived of the monopoly in the sphere of telecommunications.
The Russian company “VympelCom” (BeeLine brand) holds 100% of shares. At the end of 2006, the subscriber’s base of the company had 452ths mobile subscribers and 608.5ths landline telephone subscribers. –0--
