Tender for concession of Armenian railway completed

A tender for concession of the Armenian Railway was completed on Tuesday.
YEREVAN, January 15. /ARKA/. A tender for concession of the Armenian Railway was completed on Tuesday.
The press service of the RA Ministry of Transport and Communication reports that the only participant in the tender is the Russian Railways Company, as the second participant, Indian RITES, which was prequalified, refused to take further part in the tender.
The winner is to be announced at a news conference on Wednesday. President of the Russian Railways Company Vladimir Yakunin is expected to attend the news conference.
On December 21, 2007, the RA Government publicized the Russian company’s tender, under which the Russian company is to invest $570mln in the Armenian Railways, with $230mln to be invested within the next five years. In case Armenia’s blockade is lifted, the Abkhazian railway section is re-opened and railway communication is resumed, investments may reach $2.130bln.
The Russian company offers to pay 1.7bln AMD to Armenia’s state budget as one-time concession free.
Ra Minister of Transport and Communication Andranik Manukyan stated earlier that the Russian Railways Company’s tender is “very good”.
“I think that the Russian Railways Company will be able to restore the infrastructure, prove new rolling stock, renovate depots and stations,” the Minister said.
According to him, the Russian company is also expected to repair the most dangerous railway sections, particularly Airum-Gyumri, Dilejan-Ijevan, near the river of Agartsin.
The Minister reported that the Ryssian Railways Company proposes the construction of a new branch line, renovation of the Akhuryan terminal and increase of the traffic capacity of Armenia’s railway.
“The Armenian Railways Company will remain the Armenian Government’s property. It is the managing company that is to be changed – the Russian Company is supposedly to replace the Ministry of Transport as manager. We think that they will be more effective managers, all the more so that we would not be able to make such large investments,” he said.
Manukyan also pointed out that the Armenian Railways Company is in charge of 805 km of Armenia’s 1.125-km-long railway lines. Since 2001, the company has been operating at a profit. In 2007, the Armenian Railways Company transported a total of 3mln tons of cargoes against 2.6mln tons in 2006. –0--
