Sweden-Finnish company to implement first stage of SCADA system introduction in Armenia

ABB AB (Sweden) & Eltel Network (Finland) joint company has won the international tender for implementation of the first stage of SCADA system introduction in Armenia, Armenian Deputy Energy Minister Ara Simonyan said on Monday.
YEREVAN, February 11. /ARKA/. ABB AB (Sweden) & Eltel Network (Finland) joint company has won the international tender for implementation of the first stage of SCADA system introduction in Armenia, Armenian Deputy Energy Minister Ara Simonyan said on Monday, during the procedure of signing appropriate agreement between Armenian electric energy system operator and the Sweden-Finnish company.

The project totals AMD 1.330 billion yen ($11 million). “The tender was held under the credit agreement signed between Armenian government and Japanese International Cooperation Bank (JBIC)”, the deputy minister said.

He said 14 220-kilowatt substations and 12 mid-capacity and powerful generating stations are involved in SCADA system.

Simonyan said that data will be swiftly sent to the operator through optical fiber cables built-in lightning-rod ropes of high-voltage lines.

The deputy minister said that the data will be collected in computer database. He said his will make it possible to run electric energy system effectively, set precise regimes and ensure stability as well as to carry out remote control on substations.

He also said that the system introduction will make it possible to deal with various breakdowns through central control facilities. 

Simonyan said that favorable conditions are created for SCADA introduction thanks to some investment programs implemented in recent years.

He said three 220-kilowatt substations have been reconstructed under German KfW Bank’s credit program and eight substations of the same capacity have been reconstructed thanks to financial means received from World Bank.

The deputy minister said that an agreement is reached with Germany on reconstruction of a substation in Gyumri. 

 SCADA (Supervisory for Control And Data Acquision) is one of the leading software products for monitoring, administration and data collection.

The credit agreement was signed between Armenia and Japanese JBIC bank in 1999.
Under this agreement, Japan provides 1.5 billion yen to Armenia as preferential loan.

The loan is given at 1.8% annual interest rate. The loan repayment will start in 2009 and last 20 years. 

The credit agreement consists of two parts – SCADA system introduction and a 110-kilowatt substation reconstruction.--0--
