Armenia Equalizes Lump-sum Childbirth Benefits
YEREVAN, December 17. /ARKA/. A legislative initiative to equalize the lump-sum childbirth benefit was adopted by the Armenian Parliament on Wednesday in its second and final reading.

As Deputy Minister of Labor and Social Affairs David Khachatryan stated at an extraordinary session of the National Assembly, presenting a package of amendments to the laws "On State Benefits" and "On State Pensions," the proposal is to convert the financial assistance provided for the birth of a third and each subsequent child into a state payment.

According to him, currently, 300,000 drams are paid for the first and second child, 1 million drams for the third and fourth, and 1.5 million drams for the fifth and subsequent children, but the new regulations establish a uniform amount of 500,000 drams. Another amendment to the law on state benefits stipulates that only Armenian citizens will be eligible to receive childbirth benefits.

Khachatryan noted that the citizenship requirement will be applied starting January 1, 2026, and the equalization of payment amounts will be implemented starting September 1, 2026.

The deputy minister stated that the government will be empowered to establish the payment procedures and methods.

"We are talking about a complete transition to non-cash payment of pensions and benefits. This provision is expected to take effect starting April 1, 2026," Khachatryan concluded.

According to the data he cited, of the more than 660,000 pension and benefit recipients, approximately 58,000 citizens (individuals over 75 years old - ed.) receive them in cash. "For them, the government will establish smooth transition mechanisms so that all payments will be made non-cash starting April 1," the deputy minister noted. ($1 - 381.76 drams)
