YEREVAN, July 3. /ARKA/. At a meeting on July 3, the Armenian government expanded the list of settlements in which refugees from Nagorno-Karabakh can build or buy housing to 611.

“The current lists include 452 settlements in 57 communities, it is planned to expand it to 611 settlements instead of the previous 452 and set a financial assistance limit of 4 million drams per person for these settlements,” said Armenian Minister of Labor and Social Affairs Narek Mkrtchyan at a regular government meeting on Thursday.

He explained that applicants are issued housing certificates for this amount.

According to the minister, it has been established that the 2nd and 2nd stages provided for by the program started simultaneously from the current month, that is, from July, and applications have already begun to be accepted.

"We are opening the program to all target groups, regardless of family composition. We are setting the deadline for submitting applications until December 31, 2027, instead of the previous December 31, 2025. The project also establishes a procedure for developing the positive balance formed as a result of the sale of the certificate in cases where the cost of the acquired property is less than the amount of support provided to the family," Mkrtchyan said.

The Minister also said that this positive balance can be used in 3 directions - to obtain a loan for repairs, to purchase a plot of agricultural land, to purchase furniture and household appliances.

As Mkrtchyan noted, as of July 1 of this year, more than 1,600 Artsakh families received housing certificates, of which over 390 certificates have been sold.

On September 19-20, 2023, Azerbaijan launched a large-scale aggression against Artsakh using artillery, UAVs and combat aircraft. On September 28, following negotiations with the Azerbaijani side, Artsakh President Samvel Shahramanyan issued a decree that all state institutions of the republic would be dissolved and that the Republic of Artsakh would cease to exist from January 1, 2024. The residents of Artsakh were forced to leave their homeland and move to Armenia.
