Armenia interested in expanding EBRD infrastructure programs – Minister

Armenia’s Minister of Territorial Administration and Infrastructure, Davit Khudatyan, discussed the implementation of joint infrastructure projects with Elisabetta Falcetti, the Managing Director for Turkey and the Caucasus at the European Bank for Reconstruction and Development (EBRD).
YEREVAN, September 25. /ARKA/. Armenia’s Minister of Territorial Administration and Infrastructure, Davit Khudatyan, discussed the implementation of joint infrastructure projects with Elisabetta Falcetti, the Managing Director for Turkey and the Caucasus at the European Bank for Reconstruction and Development (EBRD).
As Khudatyan reported on Facebook on Friday, the meeting covered issues related to road construction, energy, transport, and water management, as well as the progress of programs being implemented jointly with the EBRD and future steps.
The parties also touched upon the solid municipal waste management program. According to the minister, the Armenian side is interested in continuing the program and establishing similar landfills and waste management infrastructure in other regions of the country.
In addition, the implementation of the "Gyumri Urban Roads" program—a joint initiative with the EBRD—was discussed. Khudatyan emphasized the importance of executing the project as quickly as possible.
According to the EBRD, the project involves the rehabilitation of major streets in Gyumri and the modernization of the city's street lighting. The parties also addressed the solid municipal waste management program. According to the minister, the Armenian side is interested in continuing the program and establishing similar landfills and waste management infrastructure in other regions of the country.
Furthermore, the implementation status of the "Gyumri Urban Roads" program—a joint initiative with the EBRD—was discussed. Khudatyan emphasized the importance of executing the project as quickly as possible.

About the EBRD
The EBRD has been operating in Armenia since 1992. As of the end of August 2026, the Bank has invested a total of approximately €3.2 billion across 249 projects in the country, with a current portfolio volume of around €1.12 billion. The private sector accounts for 71% of the portfolio.
In 2025, the EBRD allocated a record €426 million to Armenia for the implementation of 26 projects.
The Bank's key areas of activity include the development of the financial and private sectors, transport and sustainable infrastructure, support for SMEs, and the promotion of energy efficiency and renewable energy.
