Armenia plans to increase the state fee for issuing a heavy industry production license from the current 29-fold base rate to 55-fold.
YEREVAN, November 12. /ARKA/. Armenia plans to increase the state fee for issuing a heavy industry production license from the current 29-fold base rate to 55-fold.
The National Assembly of the Republic of Armenia adopted a resolution amending the law "On State Fees" in its first reading at its session on Wednesday.
Specifically, the government has developed a bill to stimulate heavy industry and regulate domestic trade in strategically important goods, particularly ferrous metals.
To support domestic production and scrap metal recycling, a ban on the export of ferrous and non-ferrous scrap and waste has been introduced, and the export of low-value-added products has been restricted.
Parliamentary and government representatives assure that these measures will not harm the investment sector and are aimed at preserving jobs and developing local businesses. Currently, three heavy industry enterprises are operating in the country, and a fourth is expected to open by the end of the year. According to the Armenian Ministry of Economy, approximately 240,000 tons of heavy industry products were sold in 2023, 251,000 tons in 2024, and 231,000 tons in the first nine months of 2025. Of these, 130,000 tons were imported in 2025.
