Armenia will receive €70.4 million from IBRD to improve irrigation services and water supply

YEREVAN, December 11. /ARKA/. During a meeting on Thursday, the Armenian government approved a bill to ratify a loan agreement with the International Bank for Reconstruction and Development (IBRD, a World Bank division) for €70.4 million aimed at enhancing irrigation services and water supply in Armenia under the "Phase 1" project.

The agreement was signed on September 11 and 18, 2025, and will take effect 180 days post-signing (March 2026). The project is set to be implemented over five years from the date the agreement becomes effective.

The agreement's goal is to establish climate-resilient irrigation and water supply systems that will foster economic growth, ensure food security, and promote balanced regional development. It aims to enhance governance mechanisms in the sector, bolster institutional capacity, modernize infrastructure, improve the financial sustainability of services, mitigate climate risks, and encourage adaptation to climate change.

The project includes several key components: reforming the water sector and strengthening institutions for climate-resilient irrigation systems, as well as enhancing rural water supply and sanitation systems; upgrading rural water supply and sanitation systems; modernizing irrigation infrastructure and management systems; and overseeing program management.

Additionally, the program features co-financing from the French Development Agency (Agence Française de Développement) amounting to $185 million.

As stated on the World Bank website, the total financing package for this program, which was approved in July 2025, totals $435 million for the next decade, with $330 million sourced from the IBRD.

This project will provide farmers with efficient and sustainable irrigation services and improve access to safe water in rural areas across the Ararat, Armavir, Kotayk, Aragatsotn, Shirak, and Tavush regions. Furthermore, it will enhance the governance structure of water user associations, ensuring the involvement of women.-0-
