YEREVAN, February 3. /ARKA/. Armenia’s National Assembly passed, in the first reading, the bill envisaging creation of a special office on budget issues in the parliament. 

The authors say the parliament is left with no budget supervision tools after the Supervision Chamber was withdrawn from the parliament competence. 

The legal status of the office and its experts still remains to be defined, the deputy minister of finance Vakhtang Mirumyan said. The office may be created as early as this year using the budget appropriations for the parliament, he added. 

Opposition deputy from the Armenian National Congress Gagik Jhangiryan said the decision is conflicting with the constitution as such an office would be more appropriate for parliamentary republics. In response to the comment of his ANC colleague, deputy from the ARF Dashnaktsutiun suggested appealing against the decision in the constitutional court. 

The bill was passed with 78 in favor, 17 against and 20 abstained. The bill is authored by the speaker Galust Sahakyan, deputies from the ruling Republican Party of Armenia Gagik Minasyan, Khosrov Harutiunyan, Samvel Nikoyan and Sukias Avetisyan, lawmaker from ARF Dashnaktsutiun Artsvik Minasyan, Orinats Yerkir faction member Mher Shahgeldyan and ex-premier and ANC member Hrant Bagratyan. –0--
