Armenian PSRC to complete its review of administrative proceedings against Electric Networks of Armenia by November 18

Armenia's Public Services Regulatory Commission (PSRC) is expected to complete its review of the administrative proceedings initiated against the national power distribution company Electric Networks of Armenia (ENA, owned by a Russia-based billionaire Samvel Karapetyan, president of Tashir Group) ) by November 18, PSRC Head Mesrop Mesropyan said today during the parliamentary debate on the 2026 draft state budget.

YEREVAN, October 28. /ARKA/. Armenia's Public Services Regulatory Commission (PSRC) is expected to complete its review of the administrative proceedings initiated against the national power distribution company Electric Networks of Armenia (ENA, owned by a Russia-based billionaire Samvel Karapetyan, president of Tashir Group) ) by November 18, PSRC Head Mesrop Mesropyan said today during the parliamentary debate on the 2026 draft state budget.

Mesropyan had previously appointed Romanos Petrosyan as interim manager of the facility. Petrosyan had served earlier as head of the State Control Service.

Mesropyan also commented on the opposition's concerns that the appointment of an interim manager could cause problems in the electricity supply system.

"During the period under review—over these four months—the company has not recorded any emergency situations related to management or technical maintenance," Mesropyan noted.

Tashir Group President Samvel Karapetyan has been in custody since June 18, 2025. By decision of the Anti-Corruption Court, his detention has been extended until November 17.

He was accused of "public calls for the seizure of power," after a meeting with Catholicos of All Armenians Garegin II, stating that he had always supported the Armenian Church and the Armenian people, and if politicians were unsuccessful, "we are ready to participate in all of this in our own way." He was later also charged with large-scale tax evasion and money laundering.

Armenian Prime Minister Nikol Pashinyan announced the nationalization plan for ENA, asserting that the process would be carried out in accordance with Armenian law. The corresponding amendments to the laws On Energy and On the Public Services Regulation Commission were adopted on July 3 and signed by the President on July 8.
