Armenia's state social programs in 2027: compensation for Soviet deposits, support for the elderly and children
YEREVAN, November 2. /ARKA/. The draft state budget of Armenia for 2027 provides for increased funding for programs to compensate for Soviet deposits, as well as support for children, the elderly, and persons with disabilities, announced RA Minister of Labor and Welfare Arsen Torosyan.

Compensation for Soviet Deposits

According to the minister, in 2027, it is planned to expand the circle of recipients of compensation for deposits in the USSR Savings Bank, including citizens born before December 31, 1946. Currently, compensation is provided to citizens born before December 31, 1944.

The number of compensation recipients is expected to increase from approximately 5,500 to 11,000.

The draft 2027 budget allocates approximately 2.1 billion drams for the "Deposits and Other Compensations" program, 1.1 billion drams more than the approved 2026 budget.

Funding for Elderly Care and Child Support

6 billion drams are planned for support programs for the elderly and persons with disabilities in 2027, 346 million drams more than the approved budget for the current year.

Torosyan announced that a new guardianship program for the elderly, similar to foster care for children, is also planned for 2027.

The allocated funds will be used, in particular, to organize daytime and 24-hour care, as well as improve conditions in social care institutions.

Funding for child support programs is planned to increase by approximately 59%, to 9.3 billion drams. Funds are allocated for child care in foster families, daycare centers, and other activities.

Expenditures on employment programs will be reduced.

The draft 2027 budget allocates approximately 3 billion drams for employment programs, which is 8.5 billion drams less than the approved 2026 figure.

According to Torosyan, the reduction is due to the expiration of the program to support citizens with bad loans at the end of 2026.

The issue of extending the program is currently under discussion. If the decision is made, the government will make the necessary amendments to the budget.

At the same time, the minister noted that other employment promotion programs are planned to be maintained.

Changes to the Family Insecurity Assessment System

Torosyan also presented changes to the family social support system.

According to him, the previous system of family and social benefits has been replaced by a system of insecurity benefits, the allocation of which takes into account income, assets, and family composition.

Salaries, pensions, disability benefits, and other income are taken into account during the assessment.

The benefit amount under the new system may range from 5,000 to 250,000 drams, depending on the results of the family needs assessment.

The minister announced that the cost of the food basket used in the calculations will be updated based on indicators for the third quarter of 2026. It is also planned to increase the thresholds used to assess insecurity.

A reassessment of a family's situation is conducted one year after the previous one, so the changes will be applied to benefit recipients in stages.

Support for the families of those killed in the Karabakh explosion

The Armenian government continues to discuss the possibility of granting special status to the families of those killed in the explosion at the fuel depot in Stepanakert. A final decision has not yet been made.

According to Torosyan, relatives of the victims receive survivor's benefits. Lump-sum compensation was also provided previously.

The minister noted the challenges facing families of missing persons in receiving survivor's benefits.

The introduction of a unified special status, he said, would require legislative changes and an assessment of the potential consequences.
