YEREVAN, May 22. /ARKA/. At the moment, about 57 thousand citizens have filled out income declarations, of which 23 thousand received social loans in the amount of more than 2 billion drams, said the head of the State Revenue Committee of the republic Eduard Hakobyan.
"Our experts do not see a threat of criminal liability for those who do not fill out declarations on time. But other authorized bodies will answer this question more accurately," Hakobyan said at a press conference on Thursday.

About the declaration system

The system of universal income declaration for citizens and residents is being implemented in Armenia from January 1, 2023 for three years. Initially, it was assumed that the data at the disposal of tax authorities would be automatically entered into the declaration, after which it would be sent by e-mail for review. According to the new procedure, all adult resident citizens must submit a declaration.
At the first stage, declarations were submitted by citizens holding community or public positions and their family members; individuals involved in entrepreneurial activity. At the second stage, from 2024, declarations were filled out by hired workers in the private sector and employees who received income under civil law contracts.

Starting from 2025, declarations will have to be submitted by all those citizen-residents of the country who are not included in these two groups.

Citizens are required to submit their declarations by November 1, 2025. In case of evasion and delay, fines are provided - 50 thousand drams for entrepreneurs, 5 thousand drams for other citizens.

About social loans in Armenia

The system of "social loans" assumes compensation for citizens' expenses in two major areas - in the fields of education and healthcare, due to the return of part of the income tax they previously paid. The limits on the amount of refundable funds are set, respectively, in the education sector - up to 100 thousand drams, healthcare - up to 50 thousand drams per year for each working family member.
Recently, the government decided to expand the scope of the system - covering sports, music, dance centers, institutions of additional education, rental of school textbooks, dental services. As a precondition, a requirement for cashless payment for the service was introduced.
In total, during 2024, about 3,800 people used the social spending system, they were returned 340 million drams. ($ 1 - 385.06 drams) -0-
