Head of Public Council – Armenia needs system of norms for monopolies

A system of norms should be developed for all the monopolies to comply with, in order to ensure efficiency of the Public Services Regulatory Commission (PSRC), chairman of the Public Council of Armenia Vazgen Manukyan said.

YEREVAN, June 5. /ARKA/. A system of norms should be developed for all the monopolies to comply with, in order to ensure efficiency of the Public Services Regulatory Commission (PSRC), chairman of the Public Council of Armenia Vazgen Manukyan said.
The electricity distributions networks were in a sorry plight, and they were privatized amid hopes major private companies will make investments and introduce innovations in the sector, which would lead to price reduction, Manukyan said. But the problems are still there, and a certain group of people have enriched themselves instead, he added.
There is a control and supervision commission in Armenia that is obliged to monitor the situation and make the respective decisions, the head of the Public Council said.
“In this respect, the PSRC had failures, let us see what decision it will make on the electricity tariff increase bid,” Manukyan said.
The PSRC is created to protect population’s interests and to set prices acceptable to people, according to Manukyan.
“People understand that the price increase is unjustified,” Manukyan said.
On May 8, “Electric Networks of Armenia” company filed an application with the PSRC asking to raise the energy tariff for the population by 17.08 drams. In particular, according to the application, daytime (7:00-23:00) and nighttime (23:00-7:00) tariffs should be raised to 58.93 drams and 48.93 drams per kilowatt-hour respectively.
