Armenian prime minister Karen Karapetyan has given today two weeks to the ministry of finance to draw a draft legal act on the partial centralization of the procurement process, which should be based on the following principles.

YEREVAN, October 6. /ARKA/. Armenian prime minister Karen Karapetyan has given today two weeks to the ministry of finance to draw a draft legal act on the partial centralization of the procurement process, which should be based on the following principles.

Firstly, procurement of goods of periodic consumption, as well as certain services and works must be fully carried out in a centralized manner by a special structure on the basis of the consolidated demands of customers. The list of such purchases is to be determined by a government decision.

Secondly, the acceptance of the results of procurement contracts should be done in an electronic format, where acts of acceptance and handing over, as well as payment procedures, etc. will be carried out and approved only in electronic format.

"There are many organizations involved in procurements, which regularly buy the same goods, but from now on all the ministries and departments will order the services by outsourcing through one single structure, which will some time later be able to cover its  own costs and be no burden on the budget", - said Karapetyan.

As for specific purchases, requiring a professional specialized approach, the prime minister said they will also be organized in a way so that each buyer is sure that he/she buys what they really need. -0-
