YEREVAN, June 10. /ARKA/. The proceedings against officials paralyze the work of the state system, this is a fact. This was stated by former Minister of Economy Vahan Kerobyan in an interview with CivilNet.

"If you look, for example, at the implementation of programs, their quality, you will see that they have "collapsed". For example, according to the budget for military-industrial scientific research, the implementation does not exceed 10-15%," Kerobyan said.

He reported that in the first half of 2025, out of 1.8 trillion drams of expenditure, 1.2-1.3 trillion drams were fulfilled, that is, there is a significant lag behind the schedule.

"This, accordingly, affects economic growth, tax collection, the overall development of our country, sustainability, everything. And the reason is that when people see such cases, they stop, so to speak, making decisions, stop taking responsibility, they say: "Come on, let's just sit on our chairs and do nothing, let's see what happens," and our country suffers from this," Kerobyan said.

At the beginning of 2024, a criminal case was opened against Kerobyan and a number of officials of the Ministry of Economy for abuse of office. Kerobyan was dismissed and spent 4 months under house arrest.

According to the former minister, "the state system, which, by the way, has not changed much in recent years, is forcing out those who are undesirable in various ways."
