SCR speaks of inaccuracies in Yerevan water distance bills

YEREVAN, April 28. /ARKA/ . South-Caucasus Railway CJSC said there were inaccuracies in the bills mentioned in the statement of Yerevan Water Distance JSC implying that SCR violated financial liabilities.

“What refers to violations of financial liabilities it is necessary to note that the bills presented by Yerevan Water Distance do not correspond to total services provided: numbers are significantly raised and inaccurate. The position of Yerevan Water Distance’s administration is also surprising as it doesn’t seek for ways to establish constructive dialogue with SCR administration and find solutions to the issues in the framework of negotiations,” SCR press service commented on the statement released by Yerevan Water Distance. 

SCR says that up to 2009 monthly bills of water supplying company to SCR were on utilizing 100,000 cubic meters of water. In 2009 this figure dropped to 75,000 cubic meters, in 2010- to 60,000 cubic meters, in 2011- to 37,000 cubic meters per month. In January this indicator slip to 23,000 cubic meters, in February –to 18,000 cubic meters, in March – to 13,000 cubic meters. 

“Over the past 3 years SCR reduced water consumption by almost 6 times. It became possible due to Yerevan Water Distance company’s shift fr om water meters to capacity of pipes when measuring water volume provided to SCR. Moreover, a number of units at the railways were supplied with water not for 7/24 but for 2-3 hours per day,” the press release says. 

SCR added that after installing 142 water meters the company shifted to paying the water consumption bills in accordance with the numbers displayed at the meters. And this influenced greatly on the payment amounts. 

“We also want to note that Yerevan Water Distance JSC is currently supplying SCR units with water at 255 drams excluding VAT, wh ereas in Yerevan network the tariff for water supply is 181 drams including VAT. Such conditions are also unacceptable by SCR,” the source says. 

SCR press service also referred to allegations against SCR senior engineer Sergey Harutyunyan, who has been working in railways system of Armenia since 1986 and has been never accused of any violations, as of absolutely groundless, having lack of evidence and just proving bias of water supplying company. SCR will come up with evidence for that in the coming future. 

“The monopoly position of Yerevan Water Distance company related to supplying railways units with water needs some corrections,” SCR says. 

CJSC “South-Caucasus Railway” is a 100% subsidiary of OJSC “Russian Railways” implementing concession management of CJSC “Armenian Railways” according to the Concession Agreement signed on February 13, 2008. Term of the concession is 30 years with the right of extension for another 10 years. -0-
