The adoption of the Law “On investigation and search operations” in Armenia will increase the effectiveness of combat against bribery, said Deputy Justice Minister Gevorg Kostanyan during the briefing.
YEREVAN, October 29. /ARKA/. The adoption of the Law “On investigation and search operations” in Armenia will increase the effectiveness of combat against bribery, said Deputy Justice Minister Gevorg Kostanyan during the briefing.
“With the adoption of the Law “On investigation and search operations” new stage of combat against bribery will start. The law introduces new type of investigation and search events - frame-up for giving and getting bribes, which is news for Armenia,” he said. He said that this law fully meets the norms of the European Convention on rights and main freedom of a human and does not infringe upon citizens’ rights.
Kostanyan added that earlier the legislation did not envisage similar investigation and search events, though the country conducted combat against corruption within the previous legislation.
He said that the frame-up of giving and getting bribes and information on bribery can be considered evidence only in case of video and audio record of the investigation and search event.
“Frame-up for giving and getting bribes will not infringe human rights, as the investigation and search event is conducted only according to court’s decision,” Kostanyan said.
On October 22, the Armenian parliament, despite the opposition of the parliamentary minority, adopted at the third and final reading the Law “On investigation and search operations.” The bill envisages new type of investigation and search operations, envisaging the availability of financial data and secret control over financial transactions.
The bill envisages, in particular, receipt of information from banking and financial organizations about banking investments and other types of accounts, as well as control over financial transactions without notifying the people that the transactions deal with.
According to the law, with the aim of tapping telephone calls, a special service will be formed in the National Security Service, which will have enough level of independence. L.M. –0--
